MEDIA BRIEF: Quality Education Enhancement Awareness Campaign Phase IV scheduled from January 28th to February 8th, 2019, countrywide

  1. INTRODUCTION The Ministry of Education (MINEDUC) through its agencies has the mandate to transform Rwandan citizens into skilled human capital for the socio-economic transformation of the country by ensuring equitable access to quality education, focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values. MINEDUC oversees implementation of policies and strategies focusing on the promotion of quality education whereby Rwanda Education Board, Workforce Development Authority, Rwanda Polytechnic, High Education Council, University of Rwanda and National Commission for UNESCO are mainly responsible for quality of education in basic education, TVET, Higher Learning Institutions and Adult Education. A lot has been achieved in the Education sector. However, there is need to set more strategies to improve and maintain expected quality of education. It is in this regard, that MINEDUC and its agencies planned a continuous quality Education Enhancement Campaign in all Districts across the Country, phase IV is scheduled from 28th January to 08th February 2019. During the previous campaigns, phase I covered 622 schools, phase II 628 and phase III 899 schools. All phases focused on general school inspection and sensitization on school dropout, class repetition, drug abuse, unwanted pregnancies, school leadership, implementation of school feeding program, integration of ICT in teaching and learning, school hygiene and sanitation, proper use of the medium of instruction and verification of qualification for some teachers in relation to their teaching subjects. It was generally observed that in the previous phases, many issues were successfully addressed. However, some pedagogical challenges were identified. It is on this note that MINEDUC planned Quality Education Enhancement Awareness Campaign Phase IV focusing on teaching and learning, and other pedagogical aspects. 2. OBJECTIVE The main objective of the Quality Education Enhancement Awareness Campaign Phase IV is to reinforce the engagement of different educational stakeholders especially staff at district and sector levels in charge of Education advancement, School Head teachers, Deputy Head teachers in charge of Studies, Teachers, Learners, school owners and School General Assembly Committees (SGACs).  3. THEME The theme of the campaign is "Strengthening in class Quality of Teaching and Learning” (Gushimangira Ireme ry’Imyigire n’Imyigishirize mu mashuri). 4. ISSUE OF FOCUS The campaign is to sensitize staff at District and sector levels in charge of Education advancement, Head teachers, Director of Studies, Teachers, Learners, school owners and Parents on their engagement to enhance Education Quality and improve the Human Capital Indices on education. 5. SCHOOLS, METHODOLOGY AND SCOPE The campaign activities will involve a combination of school visits and inspections. A total number of 1020 of schools (34 in each district) in all Districts is targeted. The campaign will be conducted by carrying out general school inspections and class visits using a check list for the school pedagogical management. Thereafter, SEOs, Head teachers, Director of studies, Teachers will be provided with feedback. In this campaign, media are highly invited to be also involved. Each school will be visited by a team composed of at least one Inspector of Education and other staff with pedagogical skills from MINEDUC, REB, RP, CNRU and IPRC and Communications staff from Education Sector Institutions. Each team will be led by a senior official from either MINEDUC, HEC, RP, REB or UR/CE lecturer. The activity will also involve authorities from District and Sector levels, school owners, parents’ representatives and security organs. 6.
