MINEDUC and Partners in Education held a Forward Looking Joint Review meeting for Education Sector


KIGALI, Thursday 14th June 2018: The Ministry of Education (MINEDUC) and the Education Sector stakeholders conducted a forward looking Joint Review of the Education sector 2018/2019. The meeting was chaired by the Minister of Education Dr. Eugene MUTIMURA.
The meeting discussions focused on the progress toward the implementation of 2017/2018 policy actions; 2017/2018 analytical studies progress report and 2018/2019 sector analytical studies to be conducted; 2018/2019 Education sector key priorities and budget allocation, 2018/2019 Sector targets and related Policy actions; districts contribution towards quality of Education especially fighting dropouts and repetitions; and participants were also informed on the recently Changes of the MINEDUC institutions’ structures. 
The Minister of State in Charge of TVET Hon. Olivier RWAMUKWAYA informed the meeting on the remarkable increase of access to TVET schools so far as people are giving value to TVET. Thanks to the sensitisation activities conducted so far, there are schools under construction in Nyabihu Rulindo and Muhanga districts and others to be constructed soon with support from different donors and stakeholders. 
The Minister of State in charge of Primary and Secondary Education, Hon. Dr. Isaac MUNYAKAZI said that English language usage proficiency for students and teachers through continuous trainings and the pre-service teacher’s English capacity building and assurance before being hired as teachers and lectures.
As presented by the Permanent Secretary of the Ministry of Education Mr. Samuel MULINDWA, the key priorities of the Education sector in 2018/2019 are: 
- Decreasing congestion in classroom, Continue Strengthen ICT in schools, 
- Training teachers on new Competence Based Curriculum (CBC), 
- Progressively eliminate double shift, Promotion of Science, 
- Continue increasing TVET Quality delivery through (Supply of training consumables to TVET), 
- Complete and equip ongoing constructions (Rutongo mining, Nyabihu TVET, Muhanga TVET, etc), 30 Competence-Based Training (CBT) curricula developed with more focus on 3 sectors under PSG (transport and logistics, energy and manufacturing), 
- Continue to strengthen the Centers of Excellence, 
- Implementation of new funding model for Government Higher Learning Institution, 
- HLIs courses benchmarked against regional/international standards, 
- Academic programmes (under & postgraduate) are digitalized and available online, 
- Completion and equip ongoing construction sites (UR Rusizi Campus and UGHE -  Butaro and Operationalization of Research and Innovation fund
