MINEDUC & World Bank report 13 model schools, 11,000 classrooms, and 621 resilience upgrades under quality basic education project

The Ministry of Education (MINEDUC), in partnership with the World Bank, reports significant implementation progress in the Quality Basic Education (QBE) for Human Capital Development Project, a nationwide programme focused on teacher competency, improved student retention, safer and expanded learning spaces, and stronger system oversight.


Key achievements include:
-Out of the 16 planned model schools, 13 have been fully completed and are now operational. The remaining 3 schools are in the final stages of construction and finishing works. Overall, the project has achieved 98% completion, reflecting strong progress toward the goal of delivering high-quality learning environments across all planned sites.

“These computer labs are helping our students innovate, try out applications, and most importantly gain digital literacy. This is exactly what schools are meant to do; to be places where innovative teaching and learning actually happen,” said Umuhoza Divine, teacher at GS Mayange A in Bugesera.


-Under the ongoing education sector improvement initiative, 16 teacher training Colleges (TTCs) were identified for upgrading to improve the quality of pre-service teacher training and institutional infrastructure. 


“The new buildings have helped reduce overcrowding,” said Kamugisha Yvan, a student at TTC de la Salle Byumba in Gicumbi. “Before, some classes had up to 65 learners and it was hard to follow. Now it’s easier to learn.”


9 TTCs have been fully completed and equipped.
7 TTCs are currently in progress, with major civil works, installations, and finishing activities underway.


Overall, the program has achieved 91% completion reflecting strong progress toward providing modern, well-equipped facilities that will support the professional development of future teachers.
Over 11,000 classrooms and 14,680 latrines have been constructed across the country, These additions are helping to decongest schools and bring education closer to learners, particularly in remote areas.

Retaining walls were built at 621 schools/sites to mitigate environmental risks and improve the durability of school infrastructure. This work also reached 100% completion, marking a major achievement in climate-resilient construction.

The acquisition of 14 new vehicles dedicated to inspection activities has been a game-changer in extending the reach and frequency of school inspections. Previously, logistical limitations constrained inspectors’ ability to visit remote schools regularly, leaving gaps in oversight and support. With reliable transport now available, inspection teams can cover all districts more efficiently, including hard-to-reach rural areas. 


“With the smart classrooms and science labs, our learners are able to do real experiments in chemistry, physics and biology, and they are getting hands-on skills,” said Dr. Muyengwa Barnabas, Principal of Rukara Model School. “Because of these facilities, all our P6 and S3 candidates passed, 100%, so the standard is now very clear.”


“We had many classrooms and over 640 latrines constructed, and this addressed key challenges such as long distances to school and overcrowding,” said Nyemazi John Bosco, Mayor of Kayonza District. “We used to see more than 80 students in one class; now we are closer to 46 per classroom thanks to the Government–World Bank partnership.”


These investments improve daily teaching and learning conditions; from safer classrooms and better-equipped TTCs. So teachers can teach more effectively and learners can stay in school and succeed.
